"And I saw one of his heads and it were wounded to death; and his deadly wound was healed; and the world wondered after the beast."

 Revelation 13:3

We find that the first beast of Revelation received a deadly wound, but the wound was healed and the whole world wondered after it.

After it receives the deadly wound a second, "two horned beast rises up.

"And I behold another beast coming up out of the earth; and he head two horns like a lamb, and he spoke as a dragon.

And exerciseth all the power of the first beast before him. And causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed."

Revelation 13:11-12

The two horned beast makes an image to the first beast.  "And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they shouldn't make an image of the beast should be killed."

This is all about counterfeit worship which has the appearance of the genuine, but is false and unacceptable to God. It speaks of the removal of the separation of church and state and thus form a union of church and state.
